TRT Documentary Awards Regulations


1. PURPOSE


The TRT Documentary Awards has been organized to support amateur and professional documentary film-makers; to contribute to the development and prevalence of the documentary film genre; to enable audiences to view different and high quality documentary films from various countries and in the long term to form the groundwork where worldwide documentary film-makers will meet and exchange their ideas.

2. ORGANIZATION

The TRT Documentary Awards has been organized by the Turkish Radio and Television Corporation that is the first and unique public broadcasting organization of Turkey. The headquarters of the event is in Ankara.


3. APPLICATIONS FOR THE COMPETITION
The TRT Documentary Awards is open to all documentary film-makers who are eligible to enter the competition. Participation is free.


4. COMPETITION CATEGORIES
The TRT Documentary Awards is held in two main categories, namely national and international.
Participants shall fill in and sign their application forms according to their competition categories.
It is not allowed to participate in both categories with the same production.


National Category:
The National Competition is held in two sub categories, namely “Student Films” and “Professional”. Participants shall indicate in their application forms in which categories they shall compete.
A film-maker, albeit with different productions, shall not compete in both categories.
The participation in Student Films Category is exclusively limited to those who were students at the production date of the Work. The participants will have to document their position.
The documentaries which enter the National Competition in the Student Films Category must be at a minimum of 15 and a maximum of 60 minutes; the documentaries entering the National Competition in the Professional Category must be at a minimum of 20 minutes.

The language of the National Category Competition is Turkish. If the documentaries entering the National Competition include different languages excluding Turkish, the Turkish dubbed or subtitled copy shall be submitted to the TRT.


International Category:
The duration of the documentaries entering the International Competition must be at a minimum of 25 minutes.

The language of the International Category Competition is English. If the documentaries entering the International Competition are in languages excluding English or include different languages excluding English, the English dubbed or subtitled copy shall be submitted to the Competition.


5. THE CONDITIONS FOR  PARTICIPATION
5.1 Documentary film works may enter the competition. Works produced such as TV programs, promotional films, etc., which do not have any artistic aim and films which cannot be evaluated as being within the concept of the art of the cinema shall not be accepted in the competition.

5.2 Films which are completely fictional, experimental or of the animated genre etc., and have documentary elements in it just to support the expression can not enter the competition; however, dramatic documentaries and docu-dramas which are entirely documentary films but include fictional, experimental or animated elements in it just to support the expression may enter the competition.

5.3 Documentaries which have been produced complying with the technical format of TV broadcasting (HD/SD with mov, mfx, mp4 etc. extension) may enter the competition.  

5.4 Documentaries produced after January 01, 2016 may enter the competition. Documentaries which previously entered the TRT Documentary Awards can not enter this competition.

5.5 Excluding the TRT Documentary Awards, documentary films which previously entered national or international competitions and received an award can enter this competition. However, this participation shall not constitute a hindrance to the transference of the rights envisaged to be transferred to TRT and specified in Article 10 of this Regulation.

5.6 Documentaries produced as a “series” may enter this competition with at most one episode that has entirety.

5.7 Participants may enter this competition with more than one documentary film. 

5.8 Directors of Documentary films participating in the competition in the National Category are required to be Turkish Citizens. Directors who are citizens of the Turkish Republic of Northern Cyprus may also compete in this category.

5.9 The documentary films not complying with the current laws of the Turkish Republic regarding broadcasting and the European Convention on Transfrontier Television as well as the documentaries which insult any nation, country, religion or  make propaganda, supporting violence, war, drug use or pornography, praising all kinds of fanaticism and documentaries which contain promotional elements can not enter the competition. If those films enter the competition, they will not be evaluated.

5.10 The members of RTÜK (the Supreme Board of Radio and Television in Turkey), the members of TRT Administrative Board, the members of the Pre-selection Committee and the Selection Committee as well as first degree relatives of employees in charge of the competition and TRT staff can not enter the competition.

5.11 The documentaries produced or co-produced by TRT or produced for TRT can not enter this competition. 


6. APPLICATIONS
A. Pre-selection 


-  Individuals who want to enter the competition may obtain the application form via the websites of the competition; www.trtbelgesel.com, www.trtdoc.com and TRT website of www.trt.net.tr.

Individuals who wish to enter the competition must send all materials listed below by hand, by cargo or by mail,

1. The entry form signed by the entrant, (the signatory is liable for the accuracy of the information given in the application form. The signatory shall bear all legal liabilities arising from the information.  By signing the application form, the entrants are deemed to have accepted the Regulations)
2. A file containing a copy of the documentary, which is dubbed or subtitled in Turkish for the National Competition and dubbed or subtitled in English for the International Competition, and which is recorded on a DVD or a portable memory in MXF, MOV, AVI, MPEG2, MP4 or any other extension playable on any standard computer.

beginning from November 28, 2016 until  Friday, February 03, 2017, at 18:00 o’clock     which is the application deadline for pre-selection.

Applications made after this date or sent by mail or cargo shall not be taken into consideration.


B. The Competition

The pre-selection results will be announced on February 27, 2017.

For the National Competition:

One HD/SD copy of the documentary, dubbed or subtitled in Turkish, recorded into a Portable Memory or a HDCam cassette, with mov/mxf extension.
Turkish dialogue text,
An abstract of the film,
A trailer of the work (preferably, 30 to 60 seconds),
At least two photos of the scenes in the documentary ( at least 300 dpi resolution, in the format of JPEG or TIFF ),
A photo of the Director (at least 300 dpi resolution, in the format of JPEG or TIFF),
A short autobiography / filmography of the director.
Promotional Materials (Poster, Brochure etc.)  ;
   
For the International Competition:
One HD/SD copy of the documentary, dubbed or subtitled in English, recorded into a Portable Memory or a HDCam cassette, with mov/mxf extension.
English dialogue text,
An abstract of the film,
A trailer of the work (preferably, 30 to 60 seconds),
At least two photos of the scenes in the documentary ( at least 300 dpi resolution, in the format of JPEG or TIFF ),
A photo of the Director (at least 300 dpi resolution, in the format of JPEG or TIFF),
A short autobiography / filmography of the director.
Promotional Materials (Poster, Brochure etc.) 

The above listed materials must be handed in, posted or sent by cargo to the above mentioned address of the Presidency of Organization and Executive Committee or if it is uploaded on a website, the http link and download code must be notified, by March 17, 2017 at the latest.

Copies shall not include commercial breaks.

The finalists are compulsorily required to deliver the original copy of The Agreement Form, which is to be signed by the owner/s or the representatives of the work, to the Presidency of Organization and Executive Committee, prior to the operations of the Selection Committee. The said form shall be delivered to the finalists by TRT.

The Presidency of Organization and Executive Committee has the right to disqualify the works whose required documents and materials are not submitted by the deadline.

7. EVALUATION

PRE-SELECTION COMMITTEE AND ITS WORKING CONDITIONS


7.1 The Pre-Selection Committee consists of at least 5 (five) persons. The committee members are composed of the representative of the Turkish Ministry of Culture and Tourism (1), the Representative of the Professional Association (1) and the

representatives of TRT (3). With the approval of the Presidency of Organization and Executive Committee, the Pre-Selection Committee may be split into categories and the number of the Committee Members may be increased.

7.2 The Pre-Selection Committee shall evaluate and eliminate the documentaries which have applied for the competition in terms of regulations, technical and aesthetic aspects, creativity and category selection.

7.3 The Pre-Selection Committee submits its decisions in written form with justification and signature to the Presidency of Organization and Executive Committee.


SELECTION COMMITTEES AND THEIR WORKING CONDITIONS
7.4 The Selection Committees consisting of 3 categories, namely the National Student Category, the National Professional Category and the International Category are composed of at least 5 members each. The members of the Selection Committees are selected by the Presidency of Organization and Executive Committee of the TRT International Documentary Awards, consisting of film-makers from various countries, academics who are associated with the art of the cinema, film critics, members of the associations related to the cinema, broadcasters, organizers of film festivals and individuals, who even though are experts in various fields but have an esteemed place in society, have views on the cinema which are considered significant.

7.5 Individuals who have contributed to documentary films which have entered the competition cannot be a member of the Selection Committees.

7.6 The Presidency of Organization and Executive Committee of the TRT International Documentary Awards shall assign an observer to the Selection Committee who has no right to vote. The observer may contribute to the solution of problems as regards methods.

7.7 The Selection Committees shall hold the first meeting together with one member on duty from the Presidency of Organization and Executive Committee before viewing the films. At this meeting, information regarding the TRT International Documentary Awards shall be presented. Thereafter, the Selection Committees shall select their President from their committee and determine their working methods.

7.8 The Selection Committee Members are obliged to view all films.

7.9 The Selection Committees shall make their decisions for awards in consideration of the creativity and artistic qualifications of the films.

7.10 The Selection Committees shall make their decisions with a simple majority vote.

7.11 In the National Categories, the working language of the Selection Committees is Turkish while the working language in the International Category is English.

7.12 Including the Presidents of the Selection Committees, the Committee Members have only one vote.

7.13 The Selection Committees shall submit their decisions in writing with justification and signature to the Presidency of Organization and Executive Committee of the TRT International Documentary Awards prior to the date of the announcement of the results.

7.14 Among the films which have been accepted to enter the competition, the Selection Committees shall determine the films to be awarded in all categories. The Selection Committees shall not be obliged to give an award if there is not a film found worthy of such awards. The awards can be given on behalf of institutions that contribute to TRT Documentary Awards.

8. ANNOUNCEMENT OF THE RESULTS
The results shall be announced officially at the award ceremony on Monday, May 15, 2017.

9. AWARDS

     9.1 The awards in the national and international categories are as follows:


National Competition:

Student Films Category:
The Best Documentary Award:  20.000 (Twenty thousand) Turkish Liras,
Special Prize: 15.000 (Fifteen thousand) Turkish Liras,
Special Prize :10.000  (Ten thousand) Turkish Liras,


Professional Category:
The Best Documentary Award :  45.000 (Forty-five thousand) Turkish Liras,
Special Prize: 35.000 (Thirty-five thousand) Turkish Liras,
Special Prize: 25.000 (Twenty-five thousand) Turkish Liras,

International Competition:
The Best Documentary Award :  45.000 (Forty-five thousand) Turkish Liras,
Special Prize: 35.000 (Thirty-five thousand) Turkish Liras,
Special Prize: 25.000 (Twenty-five thousand) Turkish Liras,


    9.2 The Selection Committees cannot give any type or number of awards which are not mentioned in the regulations. However, if a person, foundation or association wishes to give an additional special award aside from the current award categories in the TRT Documentary Awards, an application must be made to the the Presidency of Organization and Executive Committee of the TRT Documentary Awards during the year of the competition.  The Presidency of Organization and Executive Committee will evaluate the situation and the decision will be conveyed to the Selection Committees. 

9.3 The applying person, association or foundation shall inform the Presidency of Organization and Executive Committee about the aim of the additional awards; or the persons or associations demanding to give additional awards may request that selection be done by  the Presidency of Organization and Executive Committee.

The additional award must be confirmed by the Presidency of Organization and Executive Committee.

9.4 If the broadcasting rights of a competition entry awarded with a prize were acquired by TRT before the announcement of the Competition results, the excess cost between the amount of the prize and the License Fee determined by the TRT Purchase Agreement shall

be awarded to the Director. No additional payment will be made to the Director if the amount indicated in the Purchase Agreement is higher than the amount of the Prize.

10. RIGHTS
10.1 The below-mentioned rights of the documentaries awarded in the National Category will exclusively be transferred to TRT for 2 (two) years, with unlimited runs, with full authority and a sub license for Turkey. The license period starts from the date when the prize amount is transferred to the account of the right holder(s) as specified in the Article 11, following the signing of the Financial Rights Transfer Contract. (See Article 11) with TRT.

Rights transferred:

- The right of broadcasting on the Internet TV, IPTV, Podcasting including new media,
- the right of all types of broadcasting namely free TV, encoded TV, PAY TV etc., that shall be carried out by satellite and terrestrial broadcasting;

TRT can use the afore-mentioned rights of reproduction and distribution as well as the rights of broadcasting on all TRT channels and all of its other mediums including all TRT satellite TV channels, in Turkish and in other languages, as dubbed or subtitled.


10.2 The below-mentioned rights of the documentaries awarded in the International Category shall exclusively be transferred to TRT on condition of broadcasts from Turkey and in Turkish language for 1 (one) year and with unlimited runs, with full authority and a sub license. The license period starts from the date when the prize amount is transferred to the account of the right holder(s) as specified in the Article 11, following the signing of the Financial Rights Transfer Contract. (See Article 11) with TRT.

Rights transferred:

- The right of broadcasting on the Internet TV, IPTV, Podcasting and new media
- the right of all types of broadcasting namely Free TV, encoded TV, PAY TV etc.,  that shall be  carried out by satellite and terrestrial broadcasting.

This right includes broadcasting which shall be carried out via satellite TRT TV channels within the term of the license. 

10.3 Participants shall agree, acknowledge and pledge that works are original; that they do not violate copyrights or other rights of third parties; that they obtained necessary permission from the author and the associated copyright holders for all works that have been used in the documentary; that they, if they win awards, are entitled to  transfer these rights to TRT and agree that TRT shall be exempt from claims that arise from the use of these rights by TRT; that they are the addressee of any kinds of compensations and other
penal sanctions that will be demanded by persons included in their works or they employed; that they will not sell, transfer or grant the work to other institutions or persons except for TRT during the license period.

10.4 Participants, if their works are awarded, shall receive the documents proving that they have transferred envisaged rights to TRT from the work’s Director, Dialog Writer, Original Music Composer and, if there is any, from Scriptwriter or in case of earlier transference of these rights to another person, foundation or association to obtain them and to submit original copies to of these documents to TRT as well as other materials required by TRT for broadcast. In cases that the Director is participant, it is sufficient to
receive these documents from only Dialog Writer, Original Music Composer and, if there is any, from Scriptwriter or from another person, foundation or association in case of earlier take-over of these rights by them.

10.5 As for the award winning documentaries, including the special award, honorable mentions and additional awards, there shall be no cost for the use of the right that has been transferred to TRT.

10.6 If their works are awarded, participants submit to TRT a broadcastable copy of their works which includes music-effect and audio zones implemented to different channels(with enter zone), having the technical specifications laid by TRT, along with the text and promotional materials of the work, if not delivered earlier.

11. THE AMOUNT OF THE AWARDS
After the statutory deductions, the amount of the awards will be paid by TRT to the Director- Directors of the documentary within 1 (one) month following the signing of the Financial Rights Transfer Contract by both Parties and the submission of the documents and the required materials regarding the award-winning work, which are specified in Article 10 of this regulation and committed by the author. If the director has/have transferred the rights that are foreseen to be granted to the TRT under the terms and conditions of this agreement, to a third party (real person or establishment) the amount of the award will be paid as follows: after the statutory deductions, 50% of the award amount will be paid to the Director(s) and the remaining 50% to the real person or establishment who holds the rights.The documents and materials requested by TRT must be delivered in 6 (six months) at the latest from the date of the official announcement of the results. In case of a failure of commitments and invalid information on the application form or if TRT determines that there are violations in the provisions of the regulations, payment shall not be made. However, if payment has already been made, the amount of the award shall be returned to the TRT.

12. GENERAL CONDITIONS
12.1 Applications which do not meet the requirements may be eliminated by the Presidency of Organization and Executive Committee of the TRT Documentary Awards , the Pre-Selection Committee or by the related Selection Committee. 

12.2 Co-productions are accepted for the competition on behalf of the sending association. The participant assures that other co-producers confirm this participation.

12.3 The co-producers must be mentioned in the application form.

12.4 Shipment and custom clearance fees, freight charges and insurance costs related to the competition will be borne by the participant.

12.5 TRT may hold public screenings for all or some of the documentaries which have entered the competition and passed pre-selection in different languages in cities and theatres both at home and abroad determined by the Presidency of Organization and Executive Committee of TRT Documentary Awards for cultural purposes. Public screenings of the documentaries that are selected to the final in the National Category are subject to the Republic of Turkey Ministry of Culture and Tourism legislation on festival screenings.

12.6 The reproduction and distribution rights of the award winning documentaries on the DVD format shall non-exclusively be transferred to TRT throughout the License Period, upon getting the permission of the owner/s of the work. TRT may reproduce and distribute free of charge, for cultural purposes, a DVD set including the copies of the documentaries awarded in the competition. This does not prevent the authors of the participating documentaries from using the reproduction and distribution rights on the DVD format for commercial purposes. TRT may also distribute, for promotional purposes, a DVD press kit including the demos of the documentaries awarded in the competition and/or a catalogue including promotional materials of the finalist works that have passed the pre-selection.

12.7 Materials of the documentary entrants submitted to TRT for pre-selection shall not be returned. Copies of the documentaries passing the pre-selection, provided that the request was already specified in application form and except for copies of the awarded documentaries, will be returned to written address on the application form with costs to be covered by TRT.

12.8 TRT shall have the right to publish and broadcast at most 3 (three) minute excerpts of the documentaries in the competition both on its own TV channels, its mediums and on other Turkish TV channels or mediums to promote the competition.

12.9 All kinds of visual material submitted to TRT for the competition, may be used without any charge in all other media including the printed media and the internet for promotional purposes.

12.10 The broadcast of documentary films awarded in the competition shall be subject to the relevant broadcasting regulations of the TRT.

12.11 The application form of the competition is signed by the legal owner and/or the Director-Directors of the documentary film.

12.12 The written terms of this regulation is in Turkish and has been translated into English. In case of any divergence in the interpretation of texts, the Turkish version shall prevail.

12.13 In case of other matters not indicated in this regulation and if there is not sufficient participation in the competition, TRT is exclusively entitled to decide whether to make an evaluation or not.

12.14 Any kind of modification or alteration rights as regards these regulations shall pertain to TRT. 

12.15. Individuals who participate in this competition are considered to have accepted these terms and conditions.
